Ian Kelly and David J. Kramer

Ian Kelly is ambassador (ret.) in residence at Northwestern University and was U.S. ambassador to Georgia from 2015 to 2018.

David J. Kramer is the Bradford M. Freeman managing director for global policy at the George W. Bush Institute and served as assistant secretary of state for democracy, human rights and labor in the George W. Bush administration.

They are authors of the recent report published by the German Marshall Fund and the Economic Policy Research Center in Tbilisi, A Country on the Verge: The Case for Supporting Georgia.
